Cybersec Europe 2025 Keynote: Matthieu Demenois Brings Locked Shields to Brussels
Cybersec Europe 2025 is proud to announce a headline keynote that places the spotlight on global cyber resilience, training innovation, and military-grade preparedness. Taking place at Brussels Expo, this keynote will be delivered by Matthieu Demenois, Head of Education and Training at the NATO Cooperative Cyber Defence Centre of Excellence (CCDCOE). Demenois will offer exclusive insights into Locked Shields, the world’s largest and most complex live-fire cyber exercise.
Meet Matthieu Demenois: At the Helm of Cyber Readiness
Matthieu Demenois is a French senior cyber defence officer with an extensive career bridging military operations and public-sector cybersecurity. His journey began at ANSSI (France’s National Cybersecurity Agency), where he played a key role in responding to major incidents targeting critical national infrastructure and in enhancing France’s cyber threat intelligence.
He later served as Commander of the French Air Force Cyber Operations Center, overseeing cyber operations and enhancing France’s operational cyber resilience. Today, at NATO’s CCDCOE in Tallinn, Demenois leads cutting-edge cyber training initiatives for NATO and partner nations—ensuring that allied forces stay ahead of emerging threats in a rapidly evolving digital battlefield.
Keynote Session: Locked Shields – United in Cyber Resilience
Title Track: Locked Shields: United in Cyber Resilience
Date: May 21, 2025 | Location: Main Stage, Brussels Expo
Locked Shields is not just a simulation—it’s a full-spectrum cyber defence testbed. Organised annually by CCDCOE, the exercise brings together 4,000 participants from 41 countries to defend simulated critical infrastructure against real-time cyberattacks. The 2025 edition (May 5–9) marks the 15th iteration of this global training event.
In this keynote, Matthieu Demenois will guide the audience through the inner workings of Locked Shields: from scenario design to live-fire response. Whether you’re a technical expert or a senior decision-maker, this session will reveal how Locked Shields prepares participants for the complexity, speed, and interdependence of modern cyber conflict.
Who Should Attend?
Locked Shields is where government agencies, military units, and private companies come together to train, collaborate, and sharpen their collective cyber readiness. Demenois will show how students, public-sector professionals, and industry players can engage with future editions of the exercise and play a role in strengthening Europe’s digital defences.
Expect to walk away with insights on how strategic leadership, technical expertise, and international coordination come together in high-stakes cyber operations.
